If you have two mods (A and B) that both modify the same thing, and A is loaded before B, B’s modifications will overwrite A. They are considered lower in the mod load order. On the other hand, mods at the bottom of the list are loaded last. Some mods will say they require to be the highest mod, or at the top of the load order. They are considered higher in the mod load order. Mods at the top of the list are loaded first. Once mods are installed in the game, Vortex’ job is done.
